Charter Bus Safety Checklist: 12 Things to Verify Before Booking

12-Point Charter Bus Safety Checklist

Before you sign a contract with any charter bus company, run through this checklist. Every item is verifiable — if a company hesitates on any point, walk away.

1. FMCSA Registration ✓

Ask for their USDOT number. Then look it up at the FMCSA SAFER website. A valid USDOT number confirms the carrier is federally registered to operate interstate passenger transportation.

Red flag: The company can't provide a USDOT number, or the number doesn't match the company name.

2. Safety Rating ✓

The FMCSA assigns one of three ratings: Satisfactory, Conditional, or Unsatisfactory. Only "Satisfactory" is acceptable for passenger transportation. A "Conditional" rating means violations were found. "Unsatisfactory" means the carrier is prohibited from operating.

Red flag: Any rating other than "Satisfactory" or a rating that can't be verified.

3. Operating Authority ✓

Ask for their MC (Motor Carrier) number. This confirms they have federal authority to transport passengers for hire across state lines.

Red flag: No MC number, or it shows as inactive/revoked.

4. Commercial Liability Insurance ✓

Request a certificate of insurance (COI). Verify the policy covers passenger transportation (not just general commercial liability). Minimum coverage should be $5 million — the federal requirement for motorcoach passenger carriers.

Red flag: Company won't provide a COI, or the policy limit is below $5 million.

5. CDL Driver Licenses ✓

Confirm all drivers hold a Commercial Driver's License with passenger endorsement. This requires additional written and skills testing beyond a standard CDL. You can ask to see the driver's license on travel day.

Red flag: Drivers without passenger endorsements, or company is vague about driver qualifications.

6. Drug and Alcohol Testing ✓

Ask if the company participates in a DOT-compliant drug and alcohol testing program. This includes pre-employment testing, random testing, post-accident testing, and reasonable-suspicion testing.

Red flag: No testing program, or company can't describe their program.

7. Driver Background Checks ✓

Background checks should include: criminal history, driving record (MVR), previous employment verification, and sex offender registry check (critical for school groups).

Red flag: Company doesn't conduct background checks or won't describe the scope.

8. Vehicle Maintenance Records ✓

Ask about their preventive maintenance program. Professional operators maintain detailed records of all inspections, oil changes, tire rotations, brake inspections, and repairs. These should be available for review.

Red flag: No documented maintenance program, or company is defensive about sharing records.

9. Electronic Logging Devices (ELDs) ✓

All motorcoaches must be equipped with ELDs that automatically track driver hours of service. This prevents drivers from exceeding legal driving limits (10 hours driving after 8 hours off-duty).

Red flag: Vehicles without ELDs, or company admits to paper logs (which can be falsified).

10. Vehicle Age and Condition ✓

Ask about fleet age and condition. The average motorcoach lifespan is 12–15 years with proper maintenance. Coaches older than 15 years should raise questions about reliability and safety features.

Red flag: Refusing to discuss fleet age, or visibly deteriorated vehicles.

11. Seatbelts ✓

All motorcoaches manufactured after November 2016 must have three-point seatbelts at every passenger seat. Older coaches may not have them, though many have been retrofitted. Ask specifically about the vehicle assigned to your trip.

Red flag: Vehicle without seatbelts, especially for trips with children.

12. Emergency Equipment ✓

Confirm the presence of: functioning fire extinguishers, first aid kits, emergency exit windows, roof hatches, and roadside emergency triangles/reflectors.

Red flag: Missing or expired emergency equipment.
